Has the indie board rule taken it's last gasp? Chuck Jaffe thinks so. In Sunday's Fundwatch column, Jaffe says that due to the lack of clear evidence that having an independent chairman would make funds function better or even have prevented the 03' scandals, the SEC has all but dropped the issue. Don't go celebrating in the streets yet though, this is just someone's opinion
